Job Description
Position Summary:
The Short-Term Technical Assistant (STTA) will be part of the Digital Financial Services (DFS) team and will support specifically the DPI (Digital Public Infrastructure) team in executing and coordinating the team’s work on the Prime Minister’s Cashless Pakistan Agenda.
The role will contribute to the delivery and implementation of the Prime Minister’s Cashless Pakistan agenda, by maintaining and enhancing the Data Collection Portal developed to capture and track government payments across federal and provincial entities. The STTA will be responsible for the technical upkeep and continued development of the portal, ensuring accurate ingestion, validation and reporting of P2G and G2P payment data as the program scale towards its digitization targets. The role combines hands-on software development and data management with close coordination across program and government stakeholders and spans the following areas:
- Portal Maintenance and Enhancement: In close coordination with the vendor, maintain, troubleshoot and extend the Cashless Pakistan Data Collection Portal; build out new modules and reporting layers as the data model evolves; support deployment on the hosted server and coordinate with technical teams on hosting, access and uptime matters.
- Data Management, Validation and Reporting: Ingest and quality-check entity submitted payment data; implement validation and reconciliation logic; support baseline locking and period-over-period tracking; update dashboards and reports on the portal on a need-by-need basis. Also support in build analytics reports/presentations for the team for onward submission to relevant stakeholders.
- Stakeholder and Technical Coordination: Support entity onboarding onto the portal; coordinate with counterparts (e.g SBP, CGA, RPPL, MoF) on data field structure and verification; maintain technical documentation; and provide user support/training to all reporting entities.
- Entity Digitization and Progress Tracking: Support and track the digitization progress of selected high-impact entities; monitor the shift in digital transaction share (by value and volume) over time; produce analysis; and reporting outputs that showcase measurable progress for stakeholder use.
- Digitization Roadmap Development and Implementation Tracking: Contribute to the development of entity-level digitization roadmaps for selected entities in close coordination with the wider DPI team, the entity itself and, key institutional stakeholders (SBP, RPPL, and MoF); support the mapping of existing payment flows; identification of gaps and priority use cases, and definition of phased steps towards full digitization. Also facilitate in the progress of the development plans submitted through development of required reports/dashboard etc.
- Supporting Implementation of Aggregators/Payment Standardization: Support the team in the design and implementation of a platform to standardize government-managed payment flows by facilitating stakeholder workshops, developing concept notes, and supporting engagement with relevant entities for the establishment of a central aggregator, aligned with the broader vision of advancing the Cashless Pakistan agenda.
Education
- Education: Bachelor’s degree in Computer Science, Data Science, Data Analytics, Finance or a related field.
- Minimum experience: 1–2 years of relevant experience in the development and management of data analytics tools, software applications, dashboards, or similar data-driven solutions will be preferred.
- Domain Knowledge: Understanding of business/project management and/or data analytics, with the ability to translate business requirements into data-driven solutions.
- Analytical & Reporting Skills: Strong analytical and reporting capabilities, with the ability to transform raw data into meaningful tracking mechanisms, trend analysis, performance insights, and progress narratives through dashboards, reports, and presentation decks.
- Technical Skills: Technical background in software development, including:
- Backend development using Python and frameworks such as FastAPI, Django, or Flask.
- Relational databases such as PostgreSQL, MySQL, or SQLite.
- Modern frontend development using React or Angular, with strong proficiency in HTML, CSS, and JavaScript.
- Communication & Presentation: Excellent written and verbal communication, interpersonal, stakeholder management, and presentation skills, with the ability to effectively communicate technical and analytical insights to both technical and non-technical audiences.
