Technical Delivery Manager, Digital Payments

This role will be in the Digital Financial Services Department and the reporting line under Associate Director, Digital Payments Infrastructure (DPI).

Karandaaz Pakistan is a not-for-profit organization, based out of Islamabad, registered with the
Securities and Exchange Commission of Pakistan under Section 42 of the Companies Act 2017.
The entity has been seeded by Enterprise and Asset Growth Programme of UK’s Foreign,
Commonwealth & Development Office (FCDO) and our digital finance initiatives are being funded by the Gates Foundation (GF).

Services (DFS). Working with regulators, financial institutions, technology providers and other
ecosystem stakeholders, Karandaaz supports the digitisation of financial services and
government payment streams while fostering innovation across Pakistan’s digital economy.
Position Summary
Karandaaz is seeking an experienced technology professional with a strong background in digital
payments and large-scale technology implementations. This role is ideal for someone who enjoys
solving complex technology challenges, collaborating with diverse stakeholders, and driving the
successful delivery of strategic digital transformation initiatives.
Rather than being responsible for software development, the role focuses on providing technical
leadership throughout the project lifecycle, facilitating informed technology decisions, managing
technical risks, coordinating implementation partners, and fostering effective collaboration
among diverse stakeholders to achieve successful programme outcomes.

Job Responsibilities

Technical Leadership

  • Review technical designs, solution architectures and implementation approaches
    proposed by vendors and implementation partners.
  • Evaluate technology options and provide recommendations based on business
    requirements, industry standards and global best practices.
  • Identify technology risks, implementation challenges and integration gaps, and
    recommend practical solutions.
  • Contribute to the development of technology standards and design principles for digital
    transformation initiatives.
  • Stay abreast of developments in digital payments, financial technology, APIs, enterprise
    integration, cloud technologies, and emerging technology trends.

Programme Delivery

  • Lead the technical implementation of complex technology programmes from planning
    through deployment.
  • Develop and monitor implementation roadmaps, project plans and delivery milestones.
  • Coordinate implementation activities across multiple vendors, consultants and internal
    stakeholders.
  • Proactively identify and manage project risks, dependencies and technical issues to
    ensure successful delivery.
  • Monitor project progress and support timely resolution of implementation challenges.

Stakeholder & Vendor Management

  • Build and maintain effective working relationships with regulators, financial institutions,
    technology partners and internal stakeholders.
  • Facilitate technical discussions, workshops and design reviews with both technical and
    non-technical audiences.
  • Challenge vendor proposals where appropriate and ensure recommendations are aligned
    with project objectives.
  • Communicate complex technical concepts clearly to senior management and other
    stakeholders.
  • Foster a collaborative working environment across multiple organizations involved in
    programme delivery.
    Technical Advisory
  • Develop technical requirements, scopes of work, Terms of Reference and evaluation
    criteria to support the procurement of technology solutions and services.
  • Participate in the technical evaluation of vendor proposals and technology solutions.
  • Review technical deliverables to ensure quality, completeness and alignment with agreed
    requirements.
  • Provide technical advice and recommendations to project teams and senior management
    throughout the project lifecycle.

Continuous Improvement

  • Promote technology best practices and lessons learned across programmes.
  • Contribute to improving delivery methodologies, governance processes and technical standards.
  • Undertake any other responsibilities necessary to support the objectives of the DPI team.

Eligibility Criteria

Education & Experience

  • Bachelor degree in Computer Sciences, Computer Engineering, Software Engineering,
    Information Technology or a related discipline. A Master’s degree will be an advantage.
  • 8–10 years of professional experience in digital payments, banking technology, fintech or
    financial services, including experience delivering complex technology implementation
    programmes.
  • Demonstrated experience managing complex technology implementation programmes
    involving multiple stakeholders and vendors.
  • Experience working with payment systems, digital banking platforms, enterprise
    integration technologies or large-scale technology platforms will be highly desirable.

Knowledge, Skills & Abilities

  • Strong understanding of digital payments, payment systems, APIs, enterprise integration
    and modern technology architectures.
  • Good understanding of software delivery methodologies, system implementation and
    technology governance.
  • Ability to review and challenge technical solution proposals and facilitate informed
    technology decisions.
  • Excellent stakeholder management and relationship-building skills.
  • Strong vendor management and negotiation capabilities.
  • Excellent written, verbal and presentation skills.
  • Ability to communicate effectively with both technical and non-technical stakeholders.
  • Strong analytical and problem-solving skills with the ability to evaluate complex technical
    issues.
  • Self-motivation, sound judgement and the ability to manage multiple priorities in a fast-
    paced environment.
