Following are the policies that govern the procurement process at Karandaaz Pakistan.
All personnel involved in procurement process are strictly prohibited to offer, promise, and grant or authorize the giving of money or anything else of value to anyone, directly or indirectly in connection with business dealing in order to obtain or retain business or to secure an improper advantage for Karandaaz Pakistan for him/herself or for a firm. It is also prohibited to request, agree to receive or accept anything (directly or through a third party) that may affect independent judgment in procurement process of or on behalf of Karandaaz Pakistan.
All personnel involved in the procurement process are required to declare any real or perceived conflict of interest and are required to recuse themselves from the process. A person shall be considered to have a conflict of interest in the following situations inter alia:
Karandaaz treats all suppliers in a fair and equal manner in line with the principles of fairness, integrity, and transparency in the procurement process. Nothing prevents suppliers from competing for Karandaaz business on a fair, equal and transparent basis. Staff associated with the procurement function, therefore are responsible for protecting the integrity of the procurement process and maintaining fairness in treatment of all suppliers.
Strict confidentiality is maintained of all the information acquired as a result of involvement in the procurement process. It is a breach of ethical standards for any employee or former employee to knowingly use confidential information for his actual or anticipated personal gain, or the actual or anticipated personal gain of any other person.
Any breach/ violation of procurement code of conduct will lead to inquiry/ disciplinary action which may lead to dismissal of the employee/vendor/potential vendor.
Corrupt or fraudulent practices
Bidders, suppliers, consultants contractors and their agents (whether declared or not), shall observe the highest standard of ethics during the procurement and execution of contracts.
Karandaaz shall not award contract if it is determined that the bidder, or any of its personnel, or its agents, or its consultants, service providers, suppliers and/or their employees, has, directly or indirectly, engaged in corrupt, fraudulent, collusive, coercive, or obstructive practices in competing for the contract in question. As part of bidding/ solicitation documents, Karandaaz will seek declaration of ‘Non collusive non corrupt practices’ from each bidder during the solicitation phase.
Any complaint at any stage of the procurement process from any bidder/stakeholder shall be sent in writing to proccomplaint@karandaaz.com.pk. This is clearly be mentioned on all solicitation documents. Karandaaz Pakistan will respond to all complaints within 15 working days.
Furthermore, any individual/vendor/potential vendor can complain about any corruption that they come across on Karandaaz funded programs by sending an email to the address mentioned above or come in person at the given address: Karandaaz Pakistan, 1-E Ali Plaza, Mezzanine Floor, Nazimuddin Road, Islamabad.
